HIGHLIGHTS: 
Affirmative Action for SCs/STs and Muslims: Schemes for the betterment, upliftment of Dalits and Adivasis have drawn on Article 46, Part IV of the Indian Constitution, the Directive Principles of State Policy, not on the Reservation policy granted by Constitution and thereafter Parliament for a limited period (extended periodically after Independence). Hence they are based on the inalienable right to affirmative action outlined in the Indian Constitution.
 
Lack of Data Base and Monitoring of Implementation:                                                                                                                                                                                                                                                            
State and Central government do not have adequate monitoring mechanisms to assess
  • Status of HRD minorities ministry Schemes in the area we are visiting
  • Schemes sanctioned / Implemented / Non Implemented
  • Percentile of attendance boys / girls in primary, secondary and higher  education in the  area of visit
  • Status of other minorities schemes other than related to HRD ministry
  • Status of drop-outs in primary and secondary education 
Lack of modernisation in the curriculum of madrassas with the noteworthy exception of states like Tripura, West Bengal and even Kerala where state governments have encouraged secularisation of the curriculum is evident from absolutely no inclusion of issues like Modern Indian history, or even civics or science in the curriculum, leave alone mathematics.
